What is the meaning of "been refused admission to Canada" in IMM5669E (sec:6(F)

HI there,

Would anyone please let me know what is the meaning of "been refused admission to Canada" in IMM5669E-Schedule A (Background/DEclaration), section 6F? I am applying for family sponsorship for my parent and my one brother as a dependent child.
My brother was refused Visa from Canada once.

Now for this question should I say "yes" or "No"?
