You can always apply but I'd be shocked if you got it. We did not get it retroactively to our daughter's birth, only retroactively to when we started living in Canada. (Canadian citizen husband/kids, US citizen/Canadian PR wife). Also they actually did it based on when I became a PR not when my husband husband and child re-entered Canada
Also the form is quite straightforward. You should be able to figure out if you're eligible just by trying to fill it out... I am of the opinion that cra has easier to understand forms than IRCC lol

My question is: Can I apply to get the child benefit (CBC) for my daughters while staying abroad with a non-Canadian wife?
