after submitting online application and fee to University of Saskatchewan then they send me the pre-qualification forum and said (We now get a very large number of applications. In an effort to be fair, we only request full applications from students that have a reasonable chance of admission. At this point, selection is based on the student's background, our availability of supervisors in a specific area and financial aid that is available for students in that area. You should not complete the online application to Graduate Studies unless your pre-qualification form is selected by a faculty member and you are asked to do so by the department. Entry into all of our postgraduate programs, PGD, M.Eng, M.Sc. and Ph.D. require the student to have a supervisor before admission is granted. )
I think that's pretty standard. My brother wasn't allowed to apply for his advance studies with a professor recommendation and he was remaining at the same university.
I do think it's unfair they can take your fee and not allow you to complete the application, but it's legal. I guess they do spend time reading the partials... but still don't find it entirely fair. (But not entirely unfair either...)
