WES phd Transcript problem

Hello I am Madhu working in canada as a postdoc with my work permit. I have my Phd from India. I am trying to immigrate myself to canada, as a first step I tried validating my degree with WES. I have sent my Phd degree certificate, degree conferral and markstatements. My markstatements has been rejected by WES stating there is no controller of examination or registrar seal. My institute is only research, we don't have one. Indian Institute of chemical Biology but it is affiliated to Acsir ( Indian parliamentary body) I requested them to issue my markstatement and they did and it was again rejected by WES stating the same reason. Now I have applied for transcript from Acsir and that transcript have attestation of senior manager. I am worried and i don't know WES will accept this or not. This issue is going on from July and I want to solve this problem. I tried calling WES and explaining the situation atlast the one thing they are telling is it should be attested by controller of examination or registrar office. anyone can suggest solution for this issue.
