What province. The business needs to meet eligibility requirements so ask the to research hiring a foreign worker with LMIA. They need to post the job and prove no Canadian can do the job, only you have the education and experience.

No. Research it. The employer and job offer have to be supported by the province. So need to show they cannot hire anyone in the province. Employer must be eligible too.

65 is just for SINP. OINP is based on NOC and CRS score, same for Alberta. You need to research programs.
