WES assessment for Bachelor of Engineering from India if going to do PG Certificate course from Canada?

I have this confusion :
The CRS tool, or even the Express Entry eligibility evaluator, has an option for educational qualification "Two or more degrees/diplomas/certificates one of which is more than 3 years".
I have a Bachelor's of Engineering degree from India (4 years) and going to pursue PG certificate course in Canada. To get points for the above mentioned "Two or more ....." should I get a WES evaluation for my Indian degree?
Or the PG certificate itself is counted in the above mentioned "Two or more ....." criteria?

You need WES for the degree to count “two or more.”
