Every webform sent will get attached to your record. Remember IRCC is working to it's timescale, not to the applicants. You are not going to get early approval by just sending a webform, it will be a generic response or at best to say they are processing the application as fast as they can. Many applicants have had to defer due to not getting the study permit in time.

I understand that webforms and email are two different modes of communication with IRCC. I am more inclined towards sending an email to them rather than a webform because a webform feels more official than an email. I just want to inform them that my deadline for this intake is mid-April, not to push them to take early approval.
I was in the same situation as you July 20, sent several webforms indicating my start date, all I got back was generic response and that they doing their best to process applications as quickly as possible, it eventually came through in October or November. When I requested gcms notes, I could see the information related to my webforms.
I'm not even sure they will bother replying to emails because webform is the official means of communication.
At the end of the day, expect to defer if no decision had been received, in my case the DLI extended my study permit evidence deadline by a week but it was to no avail.

Is it a good idea to raise a webform and ask IRCC to take a decision early since my DLI is pushing me to get the study permit or defer my intake.

I'm almost in the same situation... I applied in December for May 2021 intake. I did upfront medical and passed the medical exam in January 14th, then got my BVL on January 24th, but nothing since then. I've sent them a webform almost a month ago asking if there were any updates (since my application had passed the processing time), but I still haven't heard from them. Just ordered GCMS notes today. If I don't get any news till mid-April, I'll probably have to defer to September too :/
