I have submitted an online application for a study and co-op work permit. I already have a Canadian temporary residence visa and a American 10 year visa. My current status is as follows:

Your application is in progress. We will send you a message once the final decision has been made.
I am assuming that I have already passed the eligibility step and the visa office is currently processing my background check and if this background check is successful I will be issued the permit. Can you confirm if this assumption is accurate and if not would they proceed to the background check if I failed eligibility check step.
