So I think my file was transferred to Warsaw now (got SA email stating as much on the 15th) so it might be time to think about GMCS notes - how do I get round to ordering them?

You should actually receive AOR2 email when the file is transferred.
Don't waste your time and money getting them now - it's way too early. Even May applicants aren't done yet so you won't see any progress on your file so far.

Thanks! I suppose it's not necessary, so I'll wait for now and isn't it always 50-50% that they will send AOR2? Even so, we did get into that the file has been transferred, so I assume it has been
An update from my side. We finished processing my wife's Afghan police clearance and emailed Warsaw that we will be sending it by courier to them soon. But they responded saying that the requirement had been waived and she needs only submit her passport. The only other question is that the PPR email says the embassy is Moscow and now Warsaw. Also, since she is Kyrgyz, she will have to go through VFS services in Kyrgyzstan. Is there anything odd in the visa office being Warsaw from processing but Moscow for issuing COPR and PR visa?

I'm guessing a lot depends on the complexity of each case, e.g. the amount of proof, the difficulty of putting the puzzle together into what would (or would not) look like a cohesive relationship story etc. You could see it as forensics of its own kind.
However, given the ridiculously low number of applications going into this office as compared to, say, New Delhi, one would expect substantially shorter processing times. And the fact that their official number of months for Warsaw has been on a continuous uptrend indicates that not enough effort is being put in. In fact, to run it at a pace like this, one would have to take a two-week coffee break each time before picking up the next file.
It's very frustrating to see April applications being stalled like that. Sorry guys, hope they wake up soon.
C'mon Warsaw VO, do us all a favor and let us celebrate the upcoming holiday season with our beloved ones already in Canada.
