We are a family of 3 and we received our permanent resident status back in april. We sent our official photos (we got from London Drugs) and made sure they fit the PR photo criteria. A few weeks later I received my PR card but we received a letter stating that my wife's and daughter's photos needed to be resubmitted (there was no explanation to what caused the photos to be rejected initially) So we did and we are waiting for their PR cards.
We need to travel out of the country in August and we are worried about coming back to Canada without their PR cards (if we haven't received them by then). If we even wanted to get the PR travel document cic suggests, we would have to fly to London, which is not an option...
We have in their passports the CoPR documents, which confirms the actual PR status, but it says "not valid for travel".
We do not need a visa to enter Canada from our country of origin.
Do you think its safe to travel and explain the situation to the border officer? And could this affect my wife's and daughter's PR status?
The problem of not having a PR card or PRTD will be boarding a plane in the first place for the return trip given you are now PRs you would not be able to board without one or the other so the discussion about the Canadian border officer is not relevant given you would not get that far..
Your daughter/wifes PR status is unaffected by any of this just travel will be an issue if flying back direct to Canada. Travelling back via the US land border would really be the only option without a PR card or PRTD.

You don't need to travel to London. If London visa office is the one that processes PR TDs based on the country you'll be visiting, you would courier your PR TD apps + passports, London office will process PR TD and place them in passports, and courier them back to you.

That is an option. However we'd rather not risk sending away our passports as we intend to stay only for 2 weeks. But thanks for the tip. Best not to travel without those PR cards it seems.

It seems really strange that i cant walk into a cic office in Vancouver, present my CoPR, state that I'm travelling to so and so on these dates and get the travel documents needed. Having to be physically in a different country to get the PRTD's seems asinine (to put it mildly).
