If you haven’t committed fraud and were employed and applying for PR why did you apply for a VOWP? Sadly appears they are approving everyone given processing times are now extremely fast and many are applying to try to extend their WPs.
Did you pay for employment? The consultant seems to have suggested there was never a job but once in Canada could secure another WP LMIA. This typically involves immigration fraud for all parties involved.
What do you mean for refused to give work?
If you are under Lmia, you should have a full time job offer and contract with signed you and your employer which sent to ircc. Employer should be following that way. If they didnot it is abused

Assume with the abuse you have filed reports with police, labour tribunals etc. Keep clear documentation of the abuse through letters, emails etc. File online for VOWP.

Vulnerable open work permit is for people who were abused from previous/current closed work permit employer.
You didn't get abused by your previous employer because you didn't even start working. WHY do you think you qualify for vulnerable open work permit?
