Visitors visa for re entry to Canada

Hi all
Please advise me.
My work permit extension was refused due to offer of employment ID, I got the ID and reapply within the 90 days given.
Now I'm planning to travel to Nigeria, Am I eligible to apply for visitors visa inside Canada? And will it allow me re-entry before my work permit is granted.
