i am Goverment employee from INDIA, now i want to apply visitor visa for CANADA, do i need invitation letter ? is it mandatory ?

it is not mandatory you need all your documents including financial assets plus purpose of visit and sufficient traveling history is it official visit or just a visitor?

No, the invitation letter is not mandatory. That said, if you're visiting as a tourist then it would help if you have previous travel history + strong employment ties, family ties and movable/immovable assets in India
