visitor visa with new gc key?

Hi Everyone,
Can I re-apply visitor visa for my parents from the same GC key account?
Earlier it was rejected because they were not able to give their biometrics?

Or shall I create a new gc key account and apply?

Use your old gc key account or use the new IRCC portal (you can make a new account). In either option, you'll be asked if you've applied or been refused before so just state what happened.
