I am planning to apply for CEC. After applying, I may leave canada. To return back to canada , while PR is in progress can we get visitor visa saying that "I have applied for PR" and need to return back canada to complete the rest of process like stamping etc.

The PR visa (which I guess is what you mean by stamping?) is issued outside of Canada, by Buffalo (or another US consulate, if your file gets transferred). For that, it doesn't help to be in Canada. Once you have a PR visa, you land by entering Canada. (You can also land "inland", but it takes so long to get an appointment that most people just go to the border.)
Applying for PR, by itself, doesn't give you any special status. If you're not from a visa-exempt country, you still need to apply for a visa to enter, until your application is approved and you get your PR visa.
In addition, it may be difficult to get a visitor visa while a PR application is in process, if the VO does not believe you will return to your home country (if the application is refused).
And, like Def noted above, since the visa is being processed in the USA, you can't use that as a reason for a visitor visa to Canada.
