You need a job offer from an employer in Canada and that employer needs to obtain an approved LMIA, then you can apply for a closed work permit tied to that specific employer.

So to specifically answer your question, no, you cannot apply for a work permit without a job offer.

This would only be possible if you meet specific open work permit criteria such as having a spouse in Canada who is an international student.
