Yes you can apply for the supervisa while in her home country. She will have to leave Canada and reenter to be abls to visit Canada for up to 5 years. visit length is always dependent on CBSA. For a supervisa the ability to obtain supervisa insurance every year can also limit how long a parent can visit.
