if you wanted to upload best was to upload it in additional documents while submitting the application. You can submit via webform if you like but it may not make a difference. Given you have valid US visa most likely you will be approved.
I'm on a valid H1B here in the US and have been on that visa for 3 years now. I have multiple entries/exits even prior to that when I was on student (F1) visa for almost 5 years. Do I qualify? If yes, wondering why CAN+ is taking a while given applicants should see expedited processing?

As @Naturgrl already mentioned that whether you are processed under CAN+ or not is decided by IRCC. So far from outside we don't know how they do that. Many people in similar profile like yours may have received an approval in a week. Sometimes it takes more time. Given your H1B status chances of refusal are minimal but that doesn't always mean that you will get visa and that too at an expedited rate.

I just got my bio validity letter and passport request.
Applied from USA.
Submission: 14th May
Biometrics request: 15th May
Biometrics submission: July 1st
Wife's BVL & PPR: July 11th and 12th
My BVL & PPR: Aug 4th (14 minutes apart)
Lastly, I should also mention that I submitted a bank account statement via a webform on Aug 3rd, very unlikely that it may have made a difference
