I have 5 year study permit till 2023 but I have returned to India and dropped the program. Now my wife applies study visa for her Master program, can I join her on my older visa or will I have to apply again new visitor visa?

Your study permit is void. You need a new visa. Try the spouse open work permit.
 
If you don’t attend class the university and college are supposed to report you and your visa gets cancelled.
