I need to know can I write one letter or 3 letters to IRCC for written authorization
As one for my husband who is a work permit holder and for my 2 kids who have tourist visas.
is there any statutory declaration form I think these are for a Canadian citizen or Permanent resident??

There is no such thing as a dependent visa so you either have a visitor visa or spouse open work permit. Your infant needs a visitor visa, and extend visa inside canada every 6 months.
