Visitor visa during Pr application in process

Can i apply visitor visa? While my pr application(family sponsorship) is under process at NDVO.

You can certainly apply, but it's usually quite difficult to obtain one, as IRCC knows your intention is to stay. Difficult but not impossible.

My pr application is at NDVO since 30 august, can u please guide me how much time they ll take place for pasport request.. pcc, medicl etc already submited

The average processing time is about 12 months from the time you get the first acknowledgement. That's an average. Sometimes it's sooner, sometimes it's longer.

But i heard it takes place only 3-4 months

The average is not 12 months. Their target is to process 80% of the applications within 12 months. Also their target for straightforward cases is actually 6 months. Go to the NDVO thread, people should have more information there as to how much time it would take at your visa office, more or less.

Yes
you can definitely apply for visitor visa and get one
My Parent visa was under processing and even medicals were over in Dec. 2016
I applied for visitor visa in feb 2017 and received it within 10 days
