Visitor visa application for sister-in-law of PR holder

Dear all, I intend to apply for visit visa through the new IRCC portal for myself and my wife to visit my brother, who is a PR holder. Based on the guidelines mentioned across various links on the IRCC portal, I understand that my wife does not qualify as an "immediate" or "extended" family member of my brother.

1) Any idea if she can travel to Canada as a visitor as per the prevailing rules?
2) If she cannot travel as per current rules, can I still apply for her visa along with myself for now, so she can travel whenever the rules permit?

1) Yes, as long as she's fully vaccinated with a vaccine that is recognized by Canada.
