My friend is in Edmonton on a visitor visa. He just received an admission & confirmation from an accredited ESL program to enroll as a full-time ESL student. He is originally from a travel-visa exempt country (Korea).
Can he apply his study permit online or via paper? or
Can he leave & re-enter Canada to obtain his study permit at the port of entry? or
Does he have to go back to Korea to process it there?
It's quite confusing. If anyone knows or has experience on the same situation, please advise.

So it looks like you can apply for the study permit while staying in Canada as a visitor (from a travel visa exempt country) via mail at the Visa Application Centre in Los Angeles. He was concerned because he had been getting all different answers.
Has anybody done it successfully via mail at VAC in LA while staying in Canada as a visitor?
Hope to have some clear evidence.
