Hello - My friend and his wife are on work permit here and their 3 year old is on visitor visa. The kid’s 6 months as visitor has surpassed last month. Do they have to extend their kid’s visitor record officially? Or this rule doesn’t apply to toddlers given their parents status here?

They need to extend their child's visa. They need to make sure they keep their child's status in Canada legal. These rules apply to everyone
If the child's six month stay ended last month, the child is out of status in Canada. They need to restore the child's status. Make sure they do this soon before it's too late. They have 90 days to do this from the time the child's status expires.
