Visitor needing study permit without leaving Canada. PLEASE HELP!!!

I applied for english school in Canada and was told it was full, so I never applied for the study visa. They told me 2 weeks before (over christmas holiday) that I was accepted and so I only had time to get a visitor visa. I am now in canada on a visitor visa attending the english program (terms less than 6 months). My visa expires in June, but I want to continue attending english school and then university. I will need a study permit. There is not enough time between terms to go back to Brazil to get a study permit. Can I apply for the study permit in Seattle, Washington, USA by mail? If a medical exam is required, can I have the exam done in Canada as I don't have a US visa? PLEASE HELP!!!!
