I entered Canada as a visitor on Jan 6, then applied for student permit online on 1/24,but today I received refused letter, the reason is : you are not a person described in Immigration Legislation who can apply for this type of document from within Canada. An application of this type must be made at Canadian visa office in another country.
I am so confused why visitor cannot apply student permit within Canada? Does anyone have any idea? I have start my class for 2 months?
As stated in the refusal letter, visitors cannot apply for a study permit through a visa office located in Canada. You must apply for your study permit through a visa office outside of Canada.
Your choice are to either apply through your home country's visa office or through the US.

As explained above, you do not meet the criteria for applying for a study permit from within Canada. Only certain people qualify. Being on a visitor visa in Canada does not qualify you. Again, you were correctly refused. You need to reapply to a visa office outside of Canada.
