Refused for this reason

I applied at the beginning of this year for a Canadian study permit from inside Canada as i entered as an exchange student an was offered admission full time at the university which i did my exchange. Even though the university told me it would be possible I was still refused on this reason "You are not a person described in Immigration Legislation who can apply for this type of document from within Canada. An application of this type must be made at a Canadian Visa office in another country. ". Is it worth it to apply again from my home country with the same documents or there could be more reason why i was refused.
