so i searched the forum for this question ( i know i saw it posted before) but i cant find it so i'm just going to ask myself.
me and my wife applied for sponsorship (outland) a few months ago. we've been apart for seven months now and we've finally made plans for her to come and visit me (in Pakistan) because obviously there's no way I can visit her.
I heard that she cant stay out of Canada for more then three months? and if she does come what and how would we inform the visa office?

Right, a citizen can sponsor while living outside of Canada. If she stays for a long time, though, the visa officer may think she does not intend to return to Canada when you get your PR visa, in which case the PR application can be refused. The visa officer would first ask for proof that she is going back to Canada to live.
The visa officer will be more suspicious that your wife will not return to Canada if she is from Pakistan herself, and became a Canadian citizen recently. If she was born and raised in Canada, and has lived there all her life, they will be less suspicious. In any case, the visa officer will only ask for proof of her return if she stays with you for a long time. If she visits you for a few months, then returns to Canada, no proof will be needed. If she wants to stay longer, I think she should still plan to return to Canada well before you anticipate getting the visa - this way there will be no question about her intent to return.
In any case, any visits she makes to you will help, because visits help show that your relationship is genuine. So you should keep all proof of her visits: plane tickets, boarding passes, proof of cohabitation such as hotel receipts, if she is staying with you in your home get people to write letters or affidavits saying they know about this, proof of trips together, lots of photos, etc.
she lived in canada since she was four, and became a citizen in highschool. yup she's from Pakistan but she's also in second year of university so i belive that will strongly prove that she intends to return (to complete her degree)
