Visiting Canada without landing

I have my COPR and have to go to Canada soon for a quick trip. I am from a visa exempt country but don't have time to put my B4 list together yet. Can I enter as a visitor and not land until a trip in the future, but before my required landing date?

If you don't present the landing papers, and nobody signs it, then it should be fine! the officer might be able to see when you arrive that you have been issued a COPR, but I suppose you can just say that you don't want to land right now as your B4 etc. are not ready yet.

I can't think of any good reason why not. You are not a PR until you land, so technically you are a "tourist".
Of course, that means that you could be rejected at the border, but the chances of that happening are pretty slim..
