I had a doubt .. do we need a letter for fixed deposits.. 2 fixed deposits are 9 months old and 3rd one is made in Nov..

Do we need a letter stating it is not mortgaged and can be liquidated anytime.

or is this requirement only for express entry visa

The bank(s) can issue FD Interest Certificates + a letter that states no loans have been taken against these FDs + the bank statement will prove whether or not interest is credited to the account or loan interest is deducted
