1. You can't renew a PGWP.
2. If you mean your TR visa, then you apply by mail to one of the Canadian office in the US. The instructions for Buffalo are here: http://www.canadainternational.gc.ca/buffalo/visas/visit-visite.aspx?lang=eng&view=d
