Visa rejection

One of my cousin applied for student visa and got rejected. The reason they stated was, he is not 18 yet.He is going to be 18 this July. I have never heard such reason and it's pretty uncommon. Needed some suggestions. Shall he reapply? anyone faced such problem?

any applicant under 18 is consider a minor and can't apply alone except with a person above 18 standing as a guardian or parents. He should wait to be 18 if he wishes to apply by himself or having either a guardian or parent assisting if he can't wait till July

Like if he immediately apply after being eligible, do you think it's going to be a problem? Is there any issue they might have with the age and the current academic status he has?

once he's eligible, it won't.. depending on what level of education he has attained
