Did you manage to request for GCMS to know thenotes from the visa officer that refused your application? Most of the time, if the refusal is based on the purpose of visit, you need to elaborate on your reason for studying in Canada, your future plan after completing your program. Yes hé should definitely send the passport for stamping but he needs to also do what I wrote as that is indicated on the IRCC site.
Else he may experience difficulty at the PoE

I requested uni and I got deferral letter today ….should I send passport for stamp and send new loa to ircc web from at same time

When did u receive ur BVL?
Regarding deferment I guess u ll have to wait for 1 year but ask more senior members for confirmation.
