I had 8 backlogs in my bachelor's degree and no backlogs in my master's.

You have good chances to get approved in your next attempt provided that you address the claims with a detailed explanation in the LOE.
8 backlogs aren't that many as well. I have seen people with poorer academics getting approved.

Why are you going for a diploma after having a masters? You will most probably get rejected for that reason alone.. also after doing some research on these forums I learnt that you need to explain why you got backlogs and also attach a backlog letter showing you cleared them.

my friend got his visa approved. we were classmates. both we have same marks in masters

Which college / university did you apply to and for what program exactly?
Maybe the VISA officer thought you are going to Canada only to settle as you already have a Master's degree.

Then this is the surely the reason why you were rejected.
According to the VISA officer, you already have a Master's, why do you need another one? Oh that's right, to settle in Canada.
With such good academics, you should apply for a PhD, or atleast a master's program in an university, that will increase your chances of acceptance.

One of my friend, he is in Canada now. he also has a masters in electronics and now he enrolled in the same course I chose.he got his visa stamped last month.also we both have same percentage for masters (71)
