I already have a Masters in Commerce (distance education)
And I'm stuck up between a PGDM from a good college OR MBA from a not-so-recognized Uni coz I haven't given GMAT
For example, PGDM from George Brown College vs MBA from Vancouver Island University
Now ofcourse, I would go for the PGDM (less costs, more reputable plus the option to do MBA later) BUT I am worried about study visa rejection then because some ppl are telling PGDM looks small after a Masters etc etc....
So is the MBA safer and I should go for that instead? What about a 2nd Masters in a related field from a good college? OR is MBA the safest?
But then again... I have read cases where MBA applicants were denied visa by VO because of NO GMAT
I strongly believe it would be better if you go for MBA. However, most of Universities need few years of working experience in order to accept you for MBA program. Have you got any?

Frankly speaking, if I were in your shoes I would have gotten my GMAT first and then go for the program like MBA or Masters in marketing or etc.
I know you are looking for a different solution but honestly the shortest way is not always the best. If you go for other solutions which in your case do not require GMAT I'm afraid you will be rejected and you waste your money and your time in some ways and in the end you have no choice but get a GMAT. I don't think that PGDM is a good option anyway for you.
Canadian VOs really care about academic performances and it's requirements indeed. In your case GMAT is one of your future requirement. This is my personal experience that if you think there is a possibility in your case which would guide you to a rejection, it would be better that you fix your problem first and then apply.
