application and supporting documentation, I have determined that your application does not meet
the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and
Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 216(1) of the IRPR, based on the purpose of your visit.
You are welcome to reapply if you feel that you can respond to these concerns and can
demonstrate that your situation meets the requirements. All new applications must be
accompanied by a new processing fee.
We need a lot more information to try and help. Did you apply 2 times with the same documentation? Did you state that you had been refused before. Have you provided strong ties to your home country in your SOP? What EXACT documents did you provide?

Request CAIPS notes from http://www.caips.ca/ or https://www.caipsgcms.com/ or any other source. The Immigration Officer will have provided a detailed explanation of why he/she believes that you won't leave Canada at the end of your study.
But do you not know EXACTLY what they put in? I know you are using an agent but it is still your responsibility at the end of the day to know what is put into your application. Do you even know for sure if he declared the first refusal?
