means they made a decision and you will be notified by email shortly. if you didn't receive your mail just don't panic, you may get your approval/rejection email after the passport dispatch massage.
that means accepted or rejected
can i know it without email address as email and password is with my agent.

NO you can't. if you mentioned mail address of you agent, then your agent will get mail regarding you approval or rejection. contact your agent and ask him to check email.

when and where did you apply? which category?
i applied on 26th nov. at jalandhar and got a sms on 28th that my passport is forwarded to chc chandigarh. and today checked the file status as above

hey! let me tell you a thing. what i understood that you have received medical request after submitting your application. this shows you have less chances of rejection. because they asked for your medicals which is good implication. so wait i am sure you will get your visa.
