My mom's visit visa application was denied, I want her to shoot again, is there a specific she has to wait before applying again?

Hi I applied for TRV recently pending spousal sponsorship application and tracking VFS Canada Application Centre today shows status as below:
Your Decision has been dispatched from the Canada Visa Office, Singapore to the Canada Visa Application Centre DHAKA
My question is what does it mean? Is it kind of negative decision? I think package will arrive from Singapore VO next week. Any idea?

Yes I did send latest and all original passports with so many documents to prove that I will come back well before visa expiry.

She showed her bank statement, she and my dad own a house, my dad is a doctor and she is a nursing supervisor. Only problem I could think of is that my brother and I both live abroad. Most of her siblings live in the States as well. But she takes care of my elderly grandmother, which we didn't mention in the application. But how do we even prove that she is the caregiver of my grandmother? Does she simply write a letter saying so?

I write the invitation letter starting that I would like her to visit for a month this summer. The reasons for refusal was lack of funds and not having ties to her home country. My dad lives there and her mother lives there, do I don't know what else she would have to show to prove ties to her country.
