Just curious to know the validity of PR visa issued. I heard from someone that initially CIC issue 1 year valid visa and applicant should land within that time frame. Once you land then you get permanent card. Is that true?
The Validity of Visa is One year from Date of Medicals. Assuming that Visa is issued with in 3 months from Medicals the validity if Visa is about 9 months from Issue date.
Also this is single entry visa and during the landing procedure, the PR card is applied
But if I doesn't land in that period then do I need start the whole process afresh?
Yes. Your Visa will expire. To get PR you need to complete the landing.
You may declare at the Airport that you do not intend to live and may choose not to apply for PR and they will issue you another doc ensuring re entry in canada but landing is must with in visa validity else you loose it

I have no idea what you are talking about. If the OP arrives at POE and declares that s/he doesn't want to "land" CBSA doesn't issue another document to allow entry. If the person is visitor visa exempt, they could be admitted as a visitor, but that is it. The OP "lands" within the validity of the PR visa. At the "landing" a PR card is processed for him/her. The PR card is then mailed to a Canadian address. This shows the person has PR status.
PMM, I am sorry for causing the confusion, may be I am not completly informed here
But I read longtime back that on landing you can declare that you are completing the landing now and will move lets say after six months. In that case the PR card is not applied but you get some paper/doc that allows you to re enter. IS this not correct?

No, it's not correct.
U may choose to enter Canada & complete your "record of landing" but inform the BSO that u aren't going to reside now. In which case your PR Card application will
not be processed. And u don't receive any paper/doc - except a stamp on your COPR & the PRV (on pps) being scored-out.
Whenever u decide to return, u'd be required to fetch a PRTD from your local CHC (@your homeland/place of overseas residence)@a price of
$50.
This is not required for by road, self driven, entry - usually from the US.
On your permanent entry u can then reApply for the PR cards... For which, u'd have to file-in a fresh application & pay another
$50 against it's processing fees.

Our PR processing (what u r going thru now) is a onetime activity. Once complete, ie. the PR Visa is issued -
we r required to land as per the validity of that visa. There's no way of revalidating it, or request for another one, or ask for it's extension, or anything else whatsoever.
It's a one time shot... use it - or lose it!

The procedure for entering Canada, for a Permanent Resident (erstwhile "landed immigrant"), w/out a PR card, is detailed in the "
Manual for Permanent Resident Card" (
ENF 27).
The requirement is to apply for a "
PRTD, A31 (3)" [Temporary "
Permanent Resident's Travel Document"] at the local CHC [abroad]. There r applications to fill, supporting docs to attach & a fee of
$50 (Canadian) to pay.
This document will again allow u to
enter Canada once. It has a validity period. But, it's
not linked to your "original" PR visa, which was issued under the PR processing. U can get it anytime - as per your example, in 2011 as well - and enter Canada until your PR status is valid (
the 3/5 rule).

So if you complete the landing in time and decide not to reside, you still have an option to come back using PRTD and this is not linked to original PR visa validity period and can be used to enter Canada until your PR status is valid.

- I am currently in USA and my file is currently "In Process" at Buffalo. I am likely to move out of USA (either to Canada or back to the homeland) by Feb end 2011. If my file is still in processing at Buffalo by that time, what are options I have? Can I request for the file to be transfered to the home country or will Buffalo still process the file and request for my passports to be sent for stamping (if they approve my application).
I am a confused soul. Please advise ASAP.

as far as i know, the validity of your visa is indicated in your passport's visa section.
you must land in canada on or before that date. if your visa expires, you will apply for a new visa all over again.

As per CIC guidelines - they don't (usually) change the VOs based on the applicant's requirement/s. They do so infrequently - but on their own (within the same country) for system integrity.
Thus, generally speaking, your CHC would continue to be Buffalo - even if u change your address for correspondence. Which means, the pps need to be sent to Buffalo & u'd also be required to travel to the US if an interview is called (God forbid).
Nonetheless, there's no harm in writing to your VO, regarding a change of CHC. However, be informed that if the same is accepted, u'd have an elongated processing time.
