what does it mean valid job offer because i m going to create my profile in E.E under skilled worker . But first of all i need to know what does it mean ' A valid job offer? because i m working since 2011 in govt dep and dont have any LMO for my this job . My code is 0423. but dont know what does it mean valid job offer?
Moreover, what will the answers of the follow up questions in E.E profile bcz i tried once but got confused by answering this section if i write 'Yes' i do have valid job offer then how will i reply the follow up questions?

For a valid job offer, you must have an LMIA. If you don't have an LMIA, you need to answer 'no' to that question.
