I’m currently working under a specific employer WP exempt from LMIA. I been there for a year now. So could I apply for CEC. I have valid ECA and IELTS (CLb 7)

I’m doing my EE profile, do I apply for a valid job offer To get the extra points? Or is the answer NO?
Does it has do be for a new position or could it be same NOC but new job offer?

And I don’t have 13,310 funds but I have a job so I know I don’t need proof for those but what should I write into the profile ?
