My fiancée and I will be getting married in a number of months, but have started working on the immigration forms now. We were wondering if we she should use her maiden name or use her new married name since we will be married officially when we submit these forms and the package (2 weeks or so after we are married).

You'll need to use whatever name appears on her passport. If you want her married name to appear on her COPR and her PR card, then take the time to have her passport changed before filling out your application forms.
