It only costs $5 to get your notes and I think you get them within 30 days, so you could definitely do that if you want there's not really anything to loose. Aside from $5, of course haha
I'm sorry to hear about your troubles, hopefully the notes can give you some answers. The reason they aren't replying to you is probably because the current processing time on their website is 13 months, are you are below that(for now) so they don't feel obligated to help you at all. It's really awful of them but that just seems to be how CIC operates =\

Took a little over a month for my husband's COPR to come in the mail! and about 1 week and a half from the time the status on ecas changed to decision made! Good luck ! My husband is landing on Feb 27th. We can't wait!
Regarding COPR -- I am a May applicant, PPR Jan 18th. I have a bit of an update.
My husband's student visa expires next week, so we went to the border hoping to get a one month visitor visa until the COPR arrives.
We get there, and the border guard wonders why we want a visitor visa - in the system he sees that my husband was already granted PR status!
He said the COPR should arrive within the week, and the delay is likely due to the snowstorm in the states right now.
The border agent ended up giving husband a stamp in passport good for 6 months, he said "it would not make sense to give you a visa, because the computer says he has been granted PR already"
Good news for people who recently got PPR - they ARE coming!

I've been hassled about equally either direction. CBSA is the only side that's ever searched my automobile, though (it was a Zip Car, no less, so it didn't take long, though you never know what other people have used the car to transport...)
But I have Nexus as well, which minimizes the hassle factor.
