Which goes back to my original point. The minimum points to qualify EE changes every year. Getting EE approved on education/age/language with no job offer will not be enough to get approved. A young English speaking with an apprenticeship holding a job offer will likely get EE approved over an recently university graduated young bilingual person with no job offer. People with job offers have a leg up over those who don't have one, after all a job offer is worth half the total max points.
This doesn't seem productive. Getting EE approved on education/age/language/outside experience is perfectly plausible, if not the easiest. If more people apply with high skills, then the points requirement may increase, especially as the points available for jobs will now be much lower, making less of an impact (reduced to 50/200 instead of 600). It's basic supply/demand, if more people aim for something with limited spots, thresholds rise to keep the numbers the same. I can't tell why you think it's controversial, so won't be engaging further.

It's not controversial at all. I don't know what you think that is. It is make perfect sense that someone with a job offer would get EE over someone who doesn't. Otherwise we would have university educated people coming to Canada with no jobs lined up and ended up driving cabs for a living to pay the bills and end up complaining about not having a good paying job. Much like the old point system was.
