Do they ask US citizens to take IELST? Can I score max points without testing?
I would like to claim some basic French proficiency (I'm not on basic level at all)just to get few extra points, will they check that with IELTS or at the interview?

If you can claim that English is your mother tongue, then you don't have to take an IELTS. If you want to claim points for French too, you need to take TEF.
