I am in toronto, and has to submit PCC from India.
Went to cgitoronto website is very confusing, now its BLS service, when clicked forms got different form then BLS website, fees are different, and one says needs photos, which one should I consider... so confused, can someone guide me please
Earlier the PCC applications were accepted by VFS, recently all process have been transitioned to BLS. As it was recent transition it looks like some/lot of confusions. Now you have to do it from BLS.

I would suggest you to book an appointment and go (Brampton or Toronto, depends on your location) to avoid long waiting.
When I applied they did not ask my photos (even I had them in my hand). However keep 35mmX35mm photos in case they ask. I think they will ask if your passport is too old that there is significant change in the photo.
