IRCC defines a "valid job offer" (or now, "qualifying" job offer) as an LMIA-confirmed job offer. Since your husband is on a PGWP his employer does not need an LMIA to hire him, but he would still need to have the LMIA to be considered as having a "valid job offer."

So, yes, your husband must register with job bank.
