Urgent- Need inputs for PPR

Here is a possibility:

Once upon a time ( ;D) only four photos are required for CEC application, then they changed it to six. So the additional two must be for PR card. So sometimes they don't ask for new photos in PPR. But other times they may ask again because they couldn't find the older ones.
