To be approved for a super visa, she still has to show that she has strong ties to her home country and has no plans on remaining long term in Canada. Much like the regular visitor visa, there's certainly no guarantee she will be approved. However you should certainly give it a try.

Dear rob_to i think she doesn't have any good tie becouse she live alone with out family and she doesn't have work and education is there anothet way instead super visa or is there any guarantee paper i can sign in to guarantee she will leave as guarantee for them

There is no such thing as a guarantee.

If your wife has Canadian income from 2011, 2012 and 2013 meeting the LICO amount, you could sponsor your mom for PR under parent sponsorship program when it opens up in January 2015. However this is a long process so could take 4-5 years processing time.

Where does she live? If she lives in the family home, or in her ancestral village, or in a place that has some religious or sentimental meaning for her, she can explain that she would never want to leave that place (for example, the house her husband built for her, the house that has been in her family for generations, etc.) Or in her religion is it important to tend the graves of relatives? She could then stress how she would never want to leave her husband's grave, or her ancestors' graves. Things like this might help show ties.
