Urgent Help - WES report after ITA recieved

i got ita and need to submit wes eca report.
i chose standard delivery method at the time of booking the wes application.i did not received it till now at my address.

can i upload soft copy of wes report or do i need to wait or order duplicate copy of wes eca report ?

doubt - do we need to upload scanned copy of hard copy or
can we upload soft copy.
